Jeff Bourk, A.A.E., MBA
Airport Director
Wilmington International Airport (ILM)

Jeff Bourk is the Airport Director at Wilmington International Airport (ILM), where he has led the airport through a period of record-setting growth and transformational development since starting in January 2022. Under Jeff’s leadership, ILM has become one of the fastest growing airports in the United States, with enplanements rising dramatically and the addition of 21 new nonstop routes and 4 new airline partners.

During his first three years, ILM has planned for more than $200 million in capital improvement projects—including a terminal curb expansion, new parking infrastructure, upgraded baggage handling systems, and development of a new parking deck and commercial curb. An additional $300 million in tenant projects are underway, including major private sector investments in cold storage pharmaceutical facilities, cargo operations, on airport hotel and more. Jeff has worked closely with community partners and local, state, and federal stakeholders to ensure these projects are delivered on time, under budget, and without increasing local taxes or airline rates and charges. Under Jeff’s Leadership it is estimated by NCDOT that ILM’s economic impact on the area has increased by over $1 Billion.

Prior to ILM, Jeff served as Executive Director of the Branson Airport in Missouri, one of the largest public-private partnership (P3) airport projects in the country. Jeff oversaw the opening of the airport in May 2009 and managed all aspects of commercial and general aviation operations, including the Branson JetCenter FBO, of which he is part owner. He played a key role in economic development initiatives across the region as an Executive Board Member of the Taney County Partnership, Branson Chamber of Commerce, and other local organizations.

Before Branson, Jeff held a senior management position at the Portland International Jetport in Maine. While in Portland, he earned the designation of Accredited Airport Executive (AAE) from the American Association of Airport Executives and owned and operated a fixed base operation (FBO).  Earlier in his career, Jeff worked in operations and administration roles at Teterboro Airport and Westchester County Airport in the New York metro area.

A native of Manchester, NH, Jeff earned his pilot’s license at age 17. He holds a B.S. in Aerospace Studies from Embry-Riddle Aeronautical University, where he was a member of Sigma Pi Fraternity, and earned his MBA from Daniel Webster College.


Featured Keynote Speaker - Dinner

Becky Hawke
City Manager
City of Wilmington, NC

Wilmington City Council voted unanimously to appoint Becky Hawke as Wilmington’s City Manager during its regular meeting on May 20, 2025. 

Hawke comes to the city from Matthews, North Carolina, where she has served as Town Manager and previously Assistant Town Manager since 2016. She brings more than 18 years of local government experience to the role, with broad executive experience in organizational leadership and community engagement.

Prior to Matthews, Hawke spent over nine years in local government in Virginia, serving in executive roles for the Town of Christiansburg and City of Radford.

Hawke is a Credentialed Manager through the International City/County Management Association (ICMA-CM). She holds a B.A. in Communication Studies from Hollins University, an M.S. in Corporate and Professional Communication from Radford University, and a Master of Public Administration degree from the University of North Carolina at Chapel Hill. She also holds a Master’s Certificate in Human Resources Management from Cornell University and is a graduate of the Public Executive Leadership Academy (PELA) through UNC-Chapel Hill’s School of Government.


Substantial Damage Training!

The Professional Engineers of North Carolina (PENC) will be offering Substantial Damage Estimator (SDE) Training as part of our Summer Conference in Wrightsville Beach, NC. This four-hour session will be held on Thursday, June 11, from 8:00 AM to 1:00 PM at the Lumina Resort.

Participants will be trained to assist with Substantial Damage Estimates (SDE) after a weather caused flooding event. Training will be based on the FEMA SDE software. The SDE tool was developed by FEMA to assist State & local officials in determining substantial damage for residential & non-residential structures in accordance with a local floodplain management ordinance meeting the requirements of the National Flood Insurance Program (NFIP). The tool can be used to assess flood, wind, wildfire, seismic, & other forms of damage. It helps communities provide timely substantial damage determinations so that reconstruction can begin following a disaster.

Led by: Eryn Futral, AICP, CFM, Eastern Branch NFIP Planner (NCEM)

This hands-on FEMA-based training will prepare participants to assess damage after flood and other disasters using the SDE tool. While your prior certification/training doesn’t expire, this is a great opportunity to refresh your skills.

Separate registration will be required. Coffee breaks and lunch included. You do not need to register for the full conference to attend this training.

Beach Cleanup with PENC Young Members

Start the conference by giving back to the coastal community. Join the PENC Young Member Group for a morning beach cleanup along Wrightsville Beach and help protect the shoreline that hosts our conference. It’s a great opportunity to connect with fellow attendees while supporting environmental stewardship.

Get an inside look at the infrastructure and engineering behind Wilmington International Airport (ILM). This exclusive tour will showcase recent upgrades, facility improvements, and ongoing projects that are enhancing capacity, safety, and the passenger experience at one of North Carolina’s fastest-growing coastal airports.

Concerts in the Park – Wrightsville Beach Park

Unwind after a full day of conference activities with an evening of live music at Wrightsville Beach Park’s popular Concerts in the Park series. Bring a lawn chair or blanket and enjoy a relaxed coastal evening with fellow attendees. Pack a picnic or grab a bite from local food trucks while enjoying the music under the open sky. Coolers are welcome; however, alcohol is not permitted in Wrightsville Beach Park. Final concert details, including the featured band and date, will be announced soon.

CFPUA Sweeney Water Treatment Facility Tour

Go behind the scenes at the Cape Fear Public Utility Authority’s Sweeney Water Treatment Facility to see how advanced treatment processes deliver safe, reliable drinking water to the Wilmington region. This guided tour offers engineers an inside look at modern water treatment technology, system operations, and the infrastructure that supports regional water resilience.

Fort Anderson Historic Site – Engineering-Focused Tour
Saturday, June 13
Step back in time and explore the engineering ingenuity behind one of North Carolina’s most significant Civil War fortifications. Led by local historian Paul Shivers, this tour highlights the design, construction techniques, and strategic infrastructure that made Fort Anderson a critical defensive stronghold along the Cape Fear River.

Substantial Damage Training: SD Training is planned for Thursday, June 11 (morning). This training is not included in the full conference registration - and will be a separate add on. Discount will apply if you register for the full conference. More information coming soon!

Guest Package: Tickets for guests may not be purchased separately. They may be purchased as part of an attendee registration. Guests receive access to Thursday's Welcome Reception, Friday breakfast, lunch, and awards reception & dinner, and Saturday breakfast. (There is no lunch on Thursday.)

Order of the Engineer Induction Ceremony: To be inducted into the Order of the Engineer on Friday, June 12 (6:30 PM), you will select the $20.00 event fee which includes the stainless-steel ring provided to inductees. Ring sizing takes place on-site.

Registration Confirmation: Payment is required to finalize registration. All registrations are confirmed by e-mail immediately following payment approval.

Cancellation and Refund Policy: Cancellations requested in writing to [email protected] by Friday, May 22, 2026 will be refunded minus a $75.00 processing fee. Approved refunds will be issued after the conference. No refunds will be granted after May 22, 2026. NO EXCEPTIONS.
